Toxic canisters found in local waters

This is a bit unenerving and the first thing that flashed in my head was the air force jet that crashed about 8 months ago in the puget sound and people were warned not to touch any of it if they found pieces,perhaps these came from that jet and have now made it to shore or could these possibly come from chemtrail jet?
