From lurking at Carnicom's forum, I found this link. From the July 2006 Idaho Observer: Chemtrails: GAO report admits "chaff" Lab report reveals much more www.proliberty.com/observer/20060704.htmI don't know if this is like linking to Rense. Anyone have any ideas about The Idaho Observer? Are they legit? If so, then this seems to be an important breakthrough. Plus, I have always wondered about the GAO. They seem to be one of the great checks and balances to the status quo of corruption, yet again, there is also this thing called good cop/bad cop.

Hmmm, GAO, we tried following the money but it only lead to a bunch of dead ends, nothing solid, these A-Holes cover their tracks like the CIA does, many fronts, many dead ends, their very well insulated from money tracking.
We even looked into companies doing subcontracting work for the DOD supplying bulk aluminum, magnesium and barium salts, etc....but again we could only get so far then the trail just dead ended, sometimes we got notices to submit FOIA request but the forms have to be very specific as to what information your looking for and most often what you get back after three months of waiting is a page of data that's completely blacked out, we got sick of filing the FOIA request and gave up on looking at the money trail as it was leading us nowhere and wasting our time.

Thanks for trying.
While I still think this is mostly about attempts to geo-engineer out of ozone/global warming problematic effects, when you hear about what is in the fake clouds, this chaff, one wonders if they are trying to poison us. I still think it is odd how at the big forums there are so many zany posters. They reek of paid trollness. So when they push the population culling angle and imply that folks like Halva are debunkers for covering the scientific angle over the ufo or poisoning theories, it makes one shake their head. It comes down to whether stuff is admissable as proof. Same with Steven Jones and his WTC samples or with Carnicom with his materials and with this Idaho Observer, KNBC etal. If this story is accurate it does scare me to think there could be an evil agenda here beyond weather modification. I am hopeful that the reality is this is just another fear psy-op and any ill effects from "chemtrails" are non-intentional or some form of unwilling negligence. If this "chaff" story is true it should be blasted over the airwaves. Perhaps Paul Moyer has his next lead.

I am prepared to admit there may be black operations piggy backing geoengineering projects.
The question is what can we or cannot we do about it. It seems logical to concentrate on liaising with people who may have what they think are "benevolent" reasons for being engaged in all this.
For whatever it's worth, note that the Idaho Observer article encourages people to patronize the established political system (contact senators, reps. etc, and ask them to solve a problem, not invite them to OUR proposal for solving the problem).
